Central Cambria Pedestrian & Bicycle Pathway Project

1. Invitation to Proposers

The Central Cambria School District requests proposals from qualified engineering consulting firms to provide planning, design, permitting, PennDOT coordination, bidding assistance, and construction administration for the Central Cambria Pedestrian & Bicycle Pathway Project. The District was awarded $716,108 through the PennDOT Transportation Alternatives Set-Aside Program to construct approximately two miles of pedestrian and bicycle pathways connecting the Central Cambria campus, Admiral Peary AVTS, The Learning Lamp, the North Central Recreation Center, and adjacent neighborhoods.

2. Scope of Services

Services include review of the existing survey, supplemental surveying as needed, preliminary and final engineering design, stormwater management, erosion and sedimentation control, NPDES permitting, utility coordination, ADA compliance, preparation of plans and specifications, engineer's estimates, PennDOT coordination, bidding assistance, construction administration, project closeout, and record drawings.

3. Project Information

Available information includes the PennDOT grant application, existing topographic survey, engineering estimate, and supporting project information.

4. Consultant Qualifications

The District seeks firms experienced in multi-use trails, PennDOT Transportation Alternatives or similar federally funded projects, NPDES permitting, ADA accessibility, construction administration, and public infrastructure.

5. Proposal Requirements

Include: Letter of Interest; Firm Qualifications; Project Understanding; Key Personnel; Similar Projects; Project Schedule; References; and Fee Proposal.

6. Selection Process

Selection will be based on qualifications, experience, project understanding, personnel, references, schedule, and overall value. The District may interview firms and negotiate scope and compensation with the selected consultant.

7. Submission

9. Reservation of Rights
